Can I Grow Long Hair?

I am an Afro-American and my hair comes just short of my shoulders. I used to have thick hair, but now it's getting thin and shorter. I never had long hair, but I was wondering if it's possible. I wouldn't want it super duper long; maybe below my shoulder blades. If this is possible, what can I do to get long hair and how long should it take?
